He is just advertising for his site under his pic, I checked this site out on my Bullpc (bullchip),so yes do all the scans you have. And of course report as well.
In PVP it's all about cast speed (getting your nukes and debuffs off faster than the other guy).
In PVE it's all about matk (i kill the mob in x hits).
WIT = cast speed. INT = matk.
You sacrifice MEN but that is ok, the payoff is huge compared to the relatively small amount of MP/mdef you will lose, even by sacrificing 8 MEN. Until NCsoft significantly buffs up MEN, the first two tats are a no brainer.
I would go +4CON because the HP you get could mean that it takes one more archer crit or dagger stab or whatever to kill you (maybe). Whereas +1WIT -1MEN will really only help you in duels. +1INT -1MEN is probably better for PVE but +4CON is still the best choice overall. +4DEX is useless because you are 1) a nuker, 2) slow anyways, and 3) don't evade shit anyways.
And btw STR is the perfect throw away stat because nukers don't use it for ANYTHING.
