I would just like to know if LOTRO is payed in a 1-shot payment or by monthly fees. Please tell me the price of both.

You can pay with a game card or credit card.
By credit card, you can be billed every 3, 6 or 12 months.
The retail box costs $49.99 USD $59.99 for the Collector Edition.
It may be too late for you to get the cheap founder pricing, so expect a normal monthly fee of $14 or $15.
