A quick Burning Crusade question

So, I was thinking lately about getting WOW, so I thought since it was just released, why not buy the expansion pack?  I'm just wondering though, do I need to have the regular WOW to play BC?  Or can I just buy BC and still play WOW?

Oh and another question.  If I buy BC, will I still be able to interact and talk with those who just have the regular version of WOW?

    You need the original WoW to play TBC.

    And of course, you can play with people that dont have TBC, just not in the lvl 60-70 zones.
