So i went through the original GW and finished everything and now my character is lvl 20. If i get factions will i be bored or need to start a new character or is the new content based on having a lvl 20 character?

You are right i dont get the game. thats why im asking. Can i use my lvl 20 character for the PVE? or am i going to be killing lvl 2 enemies and doing lvl 2 quests in the beginning? Do most people make a new character? I enjoyed GW PVE and a little of the PvP. Im just wondering if the new PVE content is suited for a character that is already lvl 20.

Ah... I see.
You can either make two types of charactrers. A PvP character or a PvE character. The PvE character is a character you lvl from 1-20 which ALSO can be used in PvP. You unlock the skills as you lvl.
The PvP Character is a character just for the pvp battles. You cannot take this character into the PvE game. It is an instant lvl 20 character that has access to all the skills you have unlocked with any of your PvE characters (provided that this PvP character is of the same class and can use those skills).
So, lets say you make a necromancer PvE character... you also have a Monk PvE character. As you unlock those skills you can also make a PvP character, say... Necro/Monk who can use those skills.
You can also pay a little extra through the Guild Wars store for unlocked Skill Packs which you can use for your PvP character. I think you can also buy skills with faction or some sort of points if you only use a PvP character. This was added after I went through the PvE game so I never had to use it.

You will
enter the PvE story at a point where your lvl 20 fits. So you can
either start "from scratch" with a new character and do the full PvE
story from the start, or you sail over to factions with your Prophecies
Character and enter the story at a point where a "normal" Factions
Character would be lvl 18-20 (should be lvl 20) so you won#t be bored
by bashing low level mobs.
Same way around you can use your factions character to sail over into
the prophecies Campaign. At that point your Factions character would be
around lv 15-17 and enter the Prophecies campaign at LA (Lions Arch).
So both parts add together nicely.
