Having problems with the game start up Please Help!

Well basically the game gets loaded to where you select your town, once I select the town it flashes a very fast error message (something like APIH*** detected) . Once the error message flashes it shuts the game down. I am not sure what is wrong and if this is the wrong place ro inquire for help please let me know or if you could point me in the right direction it would be appreciated.

P.S. I have reinstalled it with fresh downloads from the site 4 times and I also did a low level reformat to try and clear and garbage that might have been hidden and caused this.
