Your going to need more then a coat to walk 12 miles in that weather. Besides... rain freezes at 0 C's. Shouldn't it be snowing?

Who walks 12 miles in that kind of weather ?!?! well I guess you do couldnt you call some1 for a ride or a taxi or at least get a bigger coat. So why are you going walking anyway?
I played a football game in 20 degree weather while it was sleeting. By the end of the game, the field was a 3/4 inch layer of ice and mud. Bottom line: You don't know what cold and miserable is.

If it was below -30 I would start to feel sorry for you.
Seriously... around here when it hits -6 and starts to rain during winter, that's when people take off their coats and go for walks... crazy canadians.
It warmed up today and went up to -15 with only small amounts of freezing rain and I swear I'd never seen so many happy people, bah, their all nuts.

Lol. Not all water instantly turns into snow like poof when it goes blow 0. The air can be warmer than the ground, the ground can be warmer than the air, there are all sorts of variables here

Well -6c is very low compared to when water freezes meaning the ground and air would still probably be close to the same temperature especially since if the ground was colder, the air would start to get colder since the molecules of thermal energy would be going down a gradient.
