Download the SRO client: http://www.stormridersonline.com/download/index.php
Install it, run, and let it patch itself.
Then download this archive:

Unpack and copy all the files to the SRO folder.
Run the game and enjoy.

EDIT:
To register an account in PSO wisit this site: http://www.pso.com.my/index.htm, click on 'Pendaftaran' button in the top right-hand corner and then click ' Pendaftaran' on the left. A new table should appear, click on the 'Setuju' link below the table. Then fill in all the fields (nick, passowrd, repeat password, email respectively - the rest is not important, write whatever You want there). Finally, click ok. You should receive an e-mail - just confirm Your registration and that's it. See You in game.
