Why does Snipehunter take a back seat to Caspian?

Now back to my question, perhaps some of you have any insights and/or answers? The question is based on that picture..
and this was posted i believe on June 6th or so...why was Snipehunter silent when Caspian wanted to announce DSS back in April?
Obviously, Snipe knew nothing on the maps was ready..he even says he is STILL unhappy with the resources generated and giving it another pass before calling it done. Where were these checkpoints of quality assurance in April when Caspian said it's "ready"..why do they not learn from this? This shows me there are some major problems up the management chains.
