    Not sure how the world can be described as "bleh".. but to each their own...

    LotRO is completely CPU bound, any modern graphics card can run the game on Ultra just fine. There's no reason to lower the graphics and lowering the resolution will only net you small gains in performance.

    The only things that help are overclocking and an SSD. I've overclocked my 6600K from 3.5 to 4.2 and it's helped a great deal. Setting the affinity to a specific core helps some people as well, but it doesn't do anything for me.

    If you get stuttering in the first place it will never completely go away. All you can hope to do is make it less annoying.

    FYI to Linux users. I have the game running well in DX11 installed through Steam using the suggestion in the comments thread.

    When you finally drill down to the reddit article, I used winetrick verb script through Protontricks. I used the Protontricks wrapper because I wanted it to be game ID specific to LotRO. Not all my games can operate with this setting.

    I installed Protontricks using the wget method the author offers. Be sure to review and check the files to ensure they're proper and safe. It downloads the Python script, moves it to /usr/bin, and gives it executable permissions.

    You still must configure the store to use the external browser.
