Best character customization in FPS?

I'm looking for a FPS, a genre I haven't played in a long time.  I've been browsing a ton of titles and it sounds like most all of them now have some degree customization - mostly seeing weapons where you can choose scope, barrel, stock, things like that and then the weapon skin.  I'm looking for a FPS has that but additionally gives that level of detail to your character.  I was excited to think I may have found it (via the image I attached) but then realized it might be from an older game that is no longer populated - Rainbow 6, Vegas 2.

Anyone know which FPS has that level of customization (or closest to it) - maybe newer and more populated?...

Generally FPS are war themed, which means that the  clothing is restricted to military uniforms.
If you want some sort of customization you'll have to look at something more 'urban' like APB, which by the way it's free to play.
