EVE Online News - The EVE Online site has been updated with a brief post to let pilots know that EVE Voice, the embedded chat system, is retiring with the March update. Worst decision ever made I was one of the 3% that actually did login to captains quarters but it did need optimization and better game-play such as social hub's in game where players could meet others and stuff.

In terms of "worst" decision ever made by CCP, there's quite a few better contenders for the crown.

They are "pros" at bad decisions.  (Cough cough Dust 514, White Wolf, VR, WIS, Monaclegate, etc. cough)

Why? I see no game play benefit from it. Social interactions in eve thrive just fine without avatars. I would at time venture the opinion that social interactions in EVE are some of the strongest in any MMO I have tried.
