It's not my opinion that CCP owns the asset that CIG is trying to use. It's also not my opinion that the evidence you posted wasn't evidence but you trying to bury the matter in too much info. The only thing we can agree on is framestore helped CCP create the asset.
We can agree on that Framestore created the asset for CCP and CCP used it in EVE Online.
As we have no idea on the nature of the contract between CCP and Framestore, everything else is speculation. But you are welcome to present a copy of that contract ... especially the part that specifically prevents Framestore to offer it to other companies like CIG with the permission of CCP.

What we can do though is look at what typically happens when a 3rd party is commissioned to produce some work and build a hypothesis from that. Typically copyright of work belongs to the commissioner, it would be a potential legal hell-hole to maintain otherwise.
So it is perfectly reasonable to assume that CCP are the copyright holders of the Immensea nebula artwork. The one question that remains, is why would CIG bother contacting CCP and going through all the work of licensing a piece of art when there is a multitude of free examples out there. In all the other examples where someone else's work has been spotted, it has been used without license, so it's pretty fair to assume that the same has happened here.

Sure it's all speculation, but my example is based off how these things typically work. It is more likely that they follow the usual path rather than doing the opposite. Unless there are persuasive reasons for why they would do things differently then it's only a fair assumption to make.
If 99.99% of people walk facing forwards to their destination and 1 person was spotted walking backwards, it would be pretty daft to say that it is speculation that the majority walk facing forwards....

A friend I meet most weeks "owns" his artwork. Even the artwork he is commissioned to create. Historically this has been the norm he says. He is one of the worlds top (top) SF artists, has been for c. 50 years and knows and meets many of the others: book covers, wallpaper, album covers, posters etc. for just about every publisher, record company and film studio. He does other art work as well but SF is his home base and he attends conventions, has had books of his artwork publishers, exhibits and so forth.
He does say it is getting harder for artists, a consequence of digital. Leading to publishers looking to reduce costs and more recently trying to own the rights. And for some younger artists the likes of MotG have been huge. This hasn't been the norm however - it was cheaper not to buy the rights.
As for stock sites he describes it as a minefield. He has shelves of the stuff even though he does his own.
And they are "beggars" - his words - for lifting stuff and sticking a copyright on it. Something he discovered when a site tried to sue him for using .....his own art work! Prompting legal action needless to say and prompting him to check other sites.
