It seems like RX 460 4GB is worse than GTX 950 4GB. It is unfortunate since both of these cards are 150$. Now it would seem Nvidia have low end to high end; all market totally covered.

The 470 is crazy good. Once prices come down to MSRP ( AMD has sent out 100k more boards to 3rd parties recently ) AMD is going to be sitting pretty.

Though the 470 probably should have been the first launch with the 480 and 490 being Vega since the performance between the 470 and 480 is so close. Not a great plan by AMD there.

I think they nerfed the 460 a tad to much though.

Full P11 chips for now go to laptops, pro cards and i would guess Apple. Maybe down the like they release "465" as a full chip when theres enough supply. But for now, even not a full chip, its on 950 level for 750ti price and more efficient so no competition from NVidia here.

Got the PowerColor Red Devil 470 installed in wife's computer. An upgrade from a 660. No issues with drivers at all - pulled the nVidia card, safe cleaned all nVidia drivers while running under iGPU, then installed the AMD card.

So far card works great. Wife isn't into benchmarks, so no idea how much faster it is, but she's happy with it. Haven't run into any issues in the games she plays (RotTR, SWTOR, Xcom, CivV, etc.)

A  friend of mine is considering a 470 or a 1060 or a 970 what would you suggest for him?

Personally, I was going to wait for the 4G 480. But they can't even keep the 8G 480's in stock, so I had no idea when availability on the 4G model would come in.

That, combined with the fact that the 470 was only running $20 over MSRP right now, and is pretty close to a 480 in terms of performance, is the reason I chose to go with the 470 now rather than waiting for the 480.

If you can find a 970 for less than a 1060, that's a decent deal, since it performs more or less the same as a 1060. Right now it seems they are all over the place on price, and if you consider the used or refurb markets, you may can get a good deal on a good card with that. But I wouldn't pay more for a 970 than a 1060.

Personally, for me, the 1060 is running about $60-80 more than the 470 was. My wife doesn't play that demanding of titles, and is more than willing to compromise on the graphics. She wasn't really complaining about the 660, until Rise of the Tomb Raider and we had to cut everything back considerably to get that title to run. So the $80 more wasn't worth it for what would be some increase she wouldn't really notice or care about. But that won't be the case for everyone.

I'd advise against the GTX 970.  The choice between an RX 470 and a GTX 1060 is really just a question of how expensive it is that day and what you're willing to pay.

I wouldn't recommend a 970 either. I have one and while it's mostly a strong card the memory is an issue with a few games - Shadow of Mordor as an example. I would rather have 6GB minimum and would prefer 8GB if they're priced within reason.
