Stuttering at login/character, crash on load

I've ran this game on a weaker computer so I know that's not the problem.

 

When I launch the game the login screen has a constant stutter.  Its about every 1.5 seconds and is constant and in rhythm.  Every time I go to the loading screen it crashes.  If I select DirectX11 I can't see anything.

 

I've reformatted my computer, installed updates from HP for hardware, and had Windows Update fully update everything.  The computer idles at 3 percent disk and cpu.

 

Any suggestions?
