...if combat timer prohibited you from putting down a cyno? How much better or worse would the game be?

    Almost the same.

    Most  of the time i have no combat timer running when starting a cyno. Wether fleet battle or stealth ambush with cov-ops.

    He's probably talking about heavily tanked bait-ships jumping into a system opening a cyno for a hotdrop.

    It's a viable tactic tho and I see nothing wrong with it tbh.

    Not a lot.  PvP is mostly consensual here, the hard part is tricking the other people into thinking they can win a fight so they accept it. Restricting cynos to not being in combat would just remove an easy way of doing this and people would get over it. They'd also just slap cynos on covops ships nearby their bait.
