Problems in Altgard finding NPCs

I am new and I just started the quests on the Altgard area, I have some quests finished but I cannot find the NPCs to turn the quests in, I am at the Fort standing on top of where the NPC is marked on the map but no NPC. I flew up to the big blue gate/portal stuff but iy says I must finish a quest first before I can enter, the problem I cannot find the quest I must finish first.

Any ideas?

If I remember correctly it'll be under ground in a prison area, entrance is a stone looking building on the west side really close to the wall of the town.

I see you found the quest NPC you were looking for, but just to be clear, the quests you need to do before you can go through the blue portal above the fortress form a different chain which you get at level 25.
