Were already into half this year, it hasn't even come out for the consoles yet, so your F2P wont be arriving anytime this year.
However if you can wait till next year, I would do that, but still that is not a guarantee.
So if your hard up for cash, skip it and wait till next year.
This is the best response to your question OP.
People stating that ESO will be FTP this year are crazy. The console release has been pushed back and lets keep in mind the PC players are only a small amount compared to the amount of potential players from Xbox One/PS4. That's Zenimax's bread and butter ...
However console players are very reluctant in paying monthly to play a game online when they already paying monthly for online gaming.

Only exceptionally good games can survive on the console market with P2P. There are only 2 i know of and those are FFXI and FFXIV.
----
How many P2P games you know are successful on console?
1. There is no mmo market for consoles so ESO will be a godsend.
2. FFXI and FFXIV weren't exceptional MMO's
3. Phantasy Star Online was successful on consoles
I seriously doubt TESO would go B2P before spring next year, if that. So no chance of F2P till after that. We have a lot of posters who want every MMO to be F2P, hell if they had their way every solo game would be F2P. Life ain't like that.
MMO players are some of the cheapest people alive. The game at release was like $60 and the sub fee is $14.99 after the first 30 days of free playtime. So if you don't like it that much and only play for a month you are out $60 for a months worth of entertainment. If you do like it it's only $14.99 a month which is dirt cheap for unlimited hours of entertainment. It costs $30 to go to the movies per person with tickets, popcorn, and soda.
With all that said, this game was a huge let down for me, but you may like it. So buy it, play it and if you don't like it, so be it.

-And a bad movie is still bad even though it costs as much as seeing a good movie... So if you are ever invited to go to a terrible movie are you 'cheap' for not wanting to pay that $30?
Its not about the MONEY but the VALUE when compared in like terms.
If it cost me $10.00 to eat at Mcdonalds that is cheap but if there is a Steak for $10 down the road I am foolish for eating the (admittedly cheap) Mcdonalds when for the same money I can score a Steak.
I'm certainly not cheap and my gaming budget is greater than the average persons- I am discriminating as I dont like to waste money.
$14.99/month + $60 (or $80) for the box is $239.88 minimum for a year. I could have a year of Netflix, a Brand new Single paler game and a nice dinner with money left to spare...Or I could play quest grinder online.
Quit confusing being cheap for not finding value in the price.
EDIT- For a mere $1200/year (a bit over 4 times the price of ESO yearly) I get unlimited intenet, unlimited phone and cable Tv. So for a bit under 1/4 of what it costs to get me online, give me a phone with free long distance and 150 channels- I can play 1 game .
-OH...And I am all about the sub model as well- When its merited. I wouldnt play this game for Free... However, even if I enjoyed it my eyes would be open enough to see its not worthy of a sub- Period.

Any graphical, audio, or gameplay restrictions not seen in other mmos but found in FFXIV can be blamed on one thing.
