With my wizard, I was comfortable with the following stats on my char so far to date (all with about +30% elemental dmg and 40 ish plus dmg to chosen skills.
Torment 2: 300k dps, 2 mil tough Torment 3: 550, 3.5 Torment 4: 1250, 8 mil Torment 5: 1700, 11 mil (with 17% reduction skill and immune to arcane and poison amulets swapped in and out.
Torment 4 on you really start to need specialised equipment like wand of woh and mirror ball.

I agree playing , in general in lower torment , even if you can survive higher, is better due to the easier legendary farming. what i am trying to do is test my build based on the torment level i can survive. So now i am experimenting on T4 with a barbarian with 100 paragon points. Which is pretty intense. But he is doing quite good. Changed the build from 2 hand into shield build.

True .. i sometimes do that too. But i think gear + build has a lot more to do with whether you can survive high torment level than paragon points. PP helps though.

Yes for the end game, gear and build are the most important parameters. Of course high paragon points could be an indication that you have played enough to get rare euipment + experience in order to create a strong build.

NP .. i revert to run a arcane archon/torrent build. However, i also like the glacier spike build .. i probably will switch them around. If i have the gear, i may even try a fire build since they are so popular.

I can solo T4 with my Crusader.
He is 190 paragon level, with good gear. Mostly gotten with the anniversary buff going this past week.

It depends on your gear, as stated.
Having said that, I mostly do T4, and most players i have seen have at least 200+ paragon level.
Also, it may pay to do a slight lower torment level even if you can survive a higher one because you can clear and get drops faster.
