When created at start (and runekeeper and warden later) them all 9 limit was 5 per server.
While I agree with you (it is a bit sloppy that we need to restart the client for a server switch), just a slight correction: after Moria with the class number lifted up to 9, the max. availabe character slots per server was 9 as well. It wasn't common, half of the players had only 5, most part of the other half had 7 (myself included), but some rare lucky sob's had 9, like a buddy of mine.
After the f2p switch the slot limit was increased as well with the purchase-able slots, it's now somewhere around 15-17 per server.
