How to attach Bionic Arm in 'Bionic Commando'?

I'm playing an old game, 'Bionic Commando'(PC version). I'm on Tutorial 1, where it explains how to attach Bionic Arm to Grappling Reticle. The problem is it wouln't work. Even though it says in blue 'Attach here'. I jump and right click. The wire from Bionic arm just hits the reticle and comes back. It wouln't attach. I've tried reinstalling the game but same problem.

Anyone know what I might be doing wrong or what the problem might be.
