Hey folks. Like many of you, I had problems getting registered for the headstart so that I could play. Kept getting a timeout error. I have found a way around this.

Go to this site. Register an NCSoft account. Once done, you can use this information to say that you do indeed have a GW account, and skip the option that is causing the timeout error. So, in conclusion:
1. Go to: https://secure.ncsoft.com/cgi-bin/quickStart.pl?qsr=5UcC34iURbFJ
2. Register an account.
3. Go back to the GW2 registration.
4. Click "Yes" to "Do you have a Guild Wars Account?"
5. Enter the NCSoft information.
6. Get your email, start your download, and I'll see you in game.

Dalmarus from Arenanet has informed me that they have fixed the issue with this timeout error and this is no longer needed (hopefully). This will still work if you get the error, however. See you in game (if they ever open any new US servers since they're all full lol).
