Which server for low lvl fellowships?

Like a lot of you, I came back to this game after a few years to be pleasantly surprised at how good it got.

I am however struggling with the lack of other players in the same level range, especially for certain quests that require a fellowship and give great rewards.

I'm at lvl 33 now and was only able to find someone once. I do see a lot of LF at higher levels, but nothing below 50 or so.

So, right now I'm playing on Ellendimir (sp?), which server would I have more luck on?

Is there one server known for being noob friendly and full of low levels? I'm sort of getting bored of doing this thing alone:)

Lotro is now game that has fast levelling and all new content at max level, so almost everyone rush to max level.

 

It is kinda diffrent and far more difficult to group up at low levels than it used to in SoA times.
