There is a new game mode planned for STO called Duty Officers detailed here:

It appears to be what players have been asking for; more strategy, less pew-pew (combat). If you recall Star Trek TNG's episode entitled "Lower Decks" (#167): "while enduring the Enterprise's promotion evaluation process, four junior officers find themselves involved in a top-secret mission". I think that is what DOFF is supposed to bring to STO, players will have to search for (or buy) needed crew members so the captain can complete a wide variety of missions (mundane, diplomatic, spying and so on). Hopefully building a highly skilled & experienced crew will have other benefits.
