Ok, that's weird... I'm not from a country that's supposed to get preorders, but yesterday when i entered the preorder page it let me do a preorder (right now if i go there i get "Star Wars™: The Old Republic™ is not available in your region").
So i preordered the digital delux version, when i asked for a billing address (US/Canada being the only options) i entered a fake one from USA. I got the confirmation and the code within minutes and successfully registered it on swtor.com
Now for the fun part: i still don't see a charge on my credit card, and if i look at my order history on origin it shows nothing.
Any bets on will i get the actual game when it releases or not? :P

Could it be your card/bank address? If it's not available in your area that would make sense. Although I find it funny you caleld this EA shenanigans, sounds like you're up to some yourself :P.

Well my own shenanigans are only in answer to their region lock shenanigans! :P
About the address - it would make sense, except that i got an email that confirms that my order went through, and i got the preorder code for swtor.com ...
In all seriousness, there have been reports of it taking time for some people to receive their codes, etc...

Odd considering you said yourself that you gave a fake billing address. Usually this is cross checked with the billing address associated with the card.
