The longest cool down skills will most probably share the same cool down between weapon types, i don't know if thats how it actually is in game, but i'm sure all those uber skills with long delay will share the same cool down, it would simply be too easy to just switch 2 or 3 weapon type and roll face in matter of seconds.
every measure of difficulty simply separates the better players from the weaker ones. I like these little things myself. Definately not gamebreaking, but something that makes the player work a little harder.

This isn't a big issue and it shouldn't be.
However, if people REALLY want to get casual, they can always put a small miniature sized versions of your spells on cooldown on top of your left spells bar while you're attuned/equipped to a different item.
