Need WOTLK to install Cata?

I was debating returning back to WoW to try Cata.  Everywhere I read this question, the answer is obviously "Yes, you need WOTLK in order to get a lvl 80 toon".  But, see I don't really care about the 80+ content in Cata.  I just want to unlock a goblin.  So here is the question:

 

Can I re-sub to WoW with TBC and Cata and roll a goblin character and get him to lvl 70?  Or, can I literally not install the game if WOTLK is not activated as a purchased expansion?

 

I don't think I'll drop $60-80 depending on the local retail price just to return back to wow + $16 monthly fee.  It would have to literally be a $40 charge for Cata that I can live with.

 

Anyone know the answer?  Thanks in advance.  Can't believe I'm actually debating trying this again...but it's that time of year :)

    Yes, you'll need WotLK. However, it's only $10 still. Either you drop $55 or $65.

    You cannot upgrade your account to Cataclysm without it having WOTLK activated, just as you can't have WOTLK activated on the account without BC.

    No, catalysm requires a wotlk key in order to activate the cata key so there is no way, you can however resub and check out the new way they did all the old lands from 1-60 with one of the original races with just vanilla wow

    Hmmm...yeah it appears that I'd be paying $65 to play as a goblin lol.  Excuse this stupid question...but are there special new "goblin lands" to check out?  Or, would I be doing the same "re-vamped cata vanilla' content as if I started....say....an Orc?

    No... Goblins have an entirely new starting area.  Haven't played it yet but from what I hear it's well done.

    Also many of the vanilla wow areas are re-vamped.  For instance Azshara is now lvl 11-20 and is A LOT of fun.
