You always need thermal paste. If you are using the stock heatsink it will come with a thermal pad on it though so you won't need to use your own paste. If you are using an aftermarket cooler you should pick up some Arctic MX-2.
Not quite sure what you are asking about the PSU. But Corsair makes some of the best and you can't really go wrong with them.
