They are in the Comics!!
I hope that we will be able to use our powers with creativity!!? What I mean by Power Stunts (players of the old TSR Marvel Super Hero RPG will know what i mean!) is by using the characters powers in new and unique ways. (and you should get bonus XP for it - it could be implemented as "unlocks"..)
Examples include:
Captain America "bouncing" his shield off different people before returning to him
Spider man using hsi webbing for : Nets, Web-balls (projectiles) , ect.
Using a fire power to evaporate water, creating steam
Using an Ice Power to freeze water, ect.
Green Lanterns various "constucts"
Green arrows's trick arrows...
Can anyone think of more?
I hope they consider putting them in!!

I sure wish you were developing a game (you get it). To answer your question, it won't have what you described in it.I Think, city of heroes with better power sets and heroes you/villains you have seen in comics.
