One thing that has to be out is world/general chat if you ask me.
I think the closest thing to a world that I've played was original SWG.

When does a game become a world? Interesting question. I think that happens when it feels like there is more to it when you hop into the game and start doing things. It needs a rich history that isn't entire BS, it needs to have great backstory and locations for more than the humans in the game. You need to feel like your character is a part of the world and not just thrown into it, its a small details thing. Your enemies need damned good reasons for doing what they are doing, and the NPCs need to feel like they are more than some flat entity thats there only to interact with you.
Games that do this well I think are most Bioware games, Fallout, Oblivion, GW, WoW, and perhaps a few others, those are the ones off the top of my head.
In the end, it just has to feel like there is more to the world than you.

I think what makes the game feel like a world is having player housing. Ones that are plots and where you construct houses or free areas to construct what you want. But also instanced housing with enough immersion can do the trick too.
You gotta have a permanent place for your character to live and relax to feel like its a persistant world.
