They will all be merged soon so it doesn't matter what you choose.
Seradon and Xeth Servers have about the same population and are the most populated.
Halgar is the European server is is less populated.
Sartok is the PvP server and is the least populated.
The lead developer stated in December that the servers might be merged. Since then there has been no other announcment about it. If they do merge the servers it will be a very big undertaking and may very well piss a lot of people off. My guess is the servers will not merge for a while - end of year?... but its anybodys guess.
One of the major complaints with the game is that because the gaming area is so huge and the population is small, the game feels empty and grouping is difficult. By merging the servers SOE thinks they might help solve this problem.
Seradon and Xeth both have decent populations. I'd guess Seradon is a little better.
Yes, the lead developer mentioned that they may do another server merge. Hard to tell how and when or if they'd do this. Most of the population is high level and there is already too many people in PotA, or competing for overlands and in SoD. It's the low to mid-level population that is too spread out.
