Does anyone know how I can get a cd key that will work online for joint operations since it has some weird system to it? I bought it used from EB and it says the code is already in use!

good chance that the person who owned it registered it to his novaworld account and then which makes your copy of JO useless unless you get his/her account name and password.
bad thing about buying JO or BHD used.
