The 'Halls of Crafting' is one of the new instances introduced with Moria Book 8. It is located near Fil Gashan so it shouldn't be too hard to find. 
The reward for beating all bosses here is one part of the new collectable items which you can hand in for one of the new sets with 15 radiance.
