I know its a bit off topic, but the fact that someone has to ask this question is a hint to the MMO industry of how bad things have gotten. There is a whole generation of people that do not grasp the concept of an MMO w/out bunches of quests and spoon-fed "content."
Its not a derogatory statement to the you, the OP, I apologize if you interpret it as that. Its a derogatory statement to today's MMO houses of how "assembly line" MMOs have become these days.

To find quests you'd really have to click the NPC's and see if they have any available quests to give out. Its not like the standard MMO's where they have some form of letter or whatnot over their heads.
There are however a few NPC's that would say that they need to go to a different city/dungeon if you're close enough to hear them. But those escorting days are not fun anymore. There's no monsters/pks to attack you on your journey making it not a real heart pumping sensation like how it used to be back in the old days.
Havent played in a few years but I'll try and answer your questions the best I can.
1.) Your skill is probably low so your spells fizzle. Or your holding something or wearing something that will stop you from casting.
2.) Cant answer this one. There real werent any quests when I played.
3.) Don't know
4.) Goto a vendor in town and say "Vendor Sell" and it will allow to sell the items in your bag.
