Welcome letter for new users

After a user creates an account, immediately take them to their mailbox that has a new user welcome letter waiting for them.  This letter should contain info on Code of Conduct, free game sticky, etc.  Just basic n00b questions.  This may prevent all the n00b posts everyweek in the forums.
