I would personally say Prophecies or Factions, since Heroes aren't included with those campaigns and the small percentage of people who don't have Heroes will most likely group. It's a tough call because people basically mingle everywhere and spread themselves out between campaigns quite haphazardly.

There is no need to add much more to this. However once you start grouping (and then probably in Hard Mode, which you unlock after finishing the campaign in Normal Mode) you'll soon see that everyone is running Ursanway; and to run that you must have Eye of the North. If you don't want to buy EoTN and spend a lot of time farming to max rank to make it good you may want to play as monk instead; every ursan group requires monks and you'll be asked for in both PvP and PvE. Buy either Prophecies or Factions, and then rather Prophecies as Factions aim more at PvE, and get some friends who you then play with.
Many people have left Guild Wars to start with, but people still do a lot of gropuing in Elite Areas, Factions, and Nightfall. You go anywhere in the Maguuma Jungle in Prophecies there's basically no one doing those missions.
