Charter to monitor and insert it's own ADs into webpages?

Just curious what you all think about this... essentially, at first reading, it seems Charter is going to be doing low-level packet inspection of all it's web traffic, then replacing ADs on websites with their own ADs. Sounds like stealing to me. Could you imagine that MMO ad at the top of this site being replaced by something else, which would put money into Charter's pocket instead of mmorpg.com ?  What kind of internet would result from such practices?
