Thinking of returning but im not sure if this game still has an active player community or new updates/material. Any players shed some light on this?

Quick answer is Yes and Yes to your title.
It is still very active and even more so now that they have merged the US servers into one.
Updates are still going strong you will find new weapons and vehicles since the last time you played.
