You can pvp any time at any level - the problem is there's just not a lot of people at the lower levels anymore cuz the game's 4 years old and they've made it pretty easy to level 1-40.
A lot of it just depends on the clan you're in and your personality. Some people could be level 78 and never pvp while others start PvPing in their 50s.
A lot of people will tell you that you have to be 78+ w/ full epics and OE'd gear in order to pvp. Yeah, to really "pwn" you kinda need that, but there is plenty of opportunities for pvp before level 78 and w/o being decked out gear wise.
But I will tell you, this is not a game like WoW or GW where you can play just a few hours a week and still make a lot of progress. You can play that way - but it's going to take you a while to level. Some people are ok w/ that and just enjoy playing casually. But if you're really wanting to pvp and participate in end-game stuff, you'll need to play more than that.
Levels wont be your only enemy trying to compete either. You will need gear , gear cost money. And money is just as hard if not harder to come by than levels. It isnt like other games where gear falls off trees ....you will seriously work for your gear.
I know alot has changed from when I played, but Im sure alot is also the same. My suggestion would be to skip this unless you do have the time to devote to this game to make it worth it. Otherwise another game NC is making will be coming out soon ....Aion.

and it takes about 2 to 6 month's getting from 1 to 60 depending on your class, ebaying and getting buff support
you most likely need lvl 6x + to get into a clan that has war's but this game is very gear depantet and lvl depantet so fighting aginst lvl 76+ people they hardly notice your damgede and your pretty much a 1 shot to any 76 + people, but so is a lot off 76+ vs other's 76 + people.
siege's or fortress raid's is pretty much also 6x + but depends on the server your on...
to have fun i say you have to be 76 + or you pretty useless unleass your a support class

Well, you can pvp at any lvl. If you are lvl 1 and someone is in your hunting spot you can attack him/her.
But to be competitive in Sieges you should at least be A grade (lvl 61) and higher.
