How do I access the VGCLIENT.INI file?

I'm not entirely ready to do my review yet. I logged in and found I was getting a very low fps, so I've decided that I'd like to tweak the .ini file. The only problem is, I don't know how to access the ini file, because for some reason I don't see it in the bin folder. Can somebody help me out? I'm using Vista, incase that info is needed.
