Why are players with a negative rep discriminated against. If your rep is too low you are not able to book into the inn at the starports. You now either have to make a long and expensive journey to UN space of to your closest colony, which can also be costly.
My suggestion is if there is a pirate base, why can't there be pirate inn's scattered throughout the galaxy?
As an example of how costly it is to have a negative rep : My current experience is 71000 and my rep is -13000, if i log off in UN space, i am kindly informed that i will be charged at 1/2 my experience. But in fact this is incorrect, i am actually charged 84000 per hour! and not the 35500 told
This all makes it difficult for you to explore the outer reaches of the galaxy because you must always stay within reach of one of your colonies or UN space.
Hopefully someone can help with this so that us pirates can also get a break from UN taxes.

And to answer your question they're discriminated against cause they take the apparent easy way.
Noob:)
It's so much easier to be a pirate than to be a good guy. Be a good guy until you have around 20k exp, then go slaughtering and killing and such until you have -1000 rep. Steal for 10K over and over and over again and you'll never get caught.
As your exp goes up so does the amount of money you make stealing. Plus you can steal forever with very low warp fuel useage whereas tradeing costs much much more in terms of warp fuel for the same profit. Also as time passes in a game the amount of money you make from tradeing drops as trade routes are sucked dry, whereas with stealing the amount just keeps going up.
Being a bag guy has all the rewards without any risks! Join the dark side TODAY!(Oh and don't build colonies. Defense in this game utterly sucks)
