I don't really understand how "Play any race in any alliance" stays true to the faction lock they had defended so much earlier.
Will characters playing in foreign alliance territories be in a different phase than the normal alliance members in that territory (in the same way they explained 50+ content?) ? That I do not know.

It's not "foreign" if you start out in it. All they are doing is making race and faction two separate choices instead of a linked choice. You are still locked to whatever faction you start in.

I would be surprised if you'll see many people playing races outside of the faction they belong. Many players play a certain race because they enjoy the flavor of the environment that race belongs to. They play Wood Elves because they love the forest, or Norse because they love snowy tundra.
I'd wager people will manage to mostly segregate themselves into the alliances their preferred race was supposed to belong to anyway.

This made me laugh, I was going to put I may not buy option, but I guess dont know yet applies.
