1. I dont think trans-atlantic latency is that bad, for pve anyway.
2. The lag people are complaining about is server lag, not latency.
3. It has not been fixed. Pauses of 1-5 seconds are very common. SE seems like they want to blame isp's for throttling but many have checked with their isp's and found this is not the case. I myself checked (comcast) and was told that if I ever went over the max acceptable download amount that I would not be throttled - just charged more. That sounds like a believable answer to me.
4. The idea that an mmo would approach the massive download characteristics of p2p download services is absurd, as is the idea that any isp would cut your bandwidth for small p2p sharing. MMO's just do not use that much BW.
I get very, very little.
I'm UK based, using a UK ISP. I have a pretty standard broadband connection of 40-50meg upload with a 10-12meg Download speed.
I log in anywhere from 09:00 to 18:00, still getting log in queues of up to 60 places at UK primetime. I can play till 01:00 and still experience very, very little lag. No more than in any other MMO I have played.
I'm only level 30 in my highest Combat class, but can step out of any red circles in plenty of time in instance servers and world servers and not get hit... as is the usualy reported case. Could not comment on high end raid lag / latency.
Perhaps I miss the laggiest times .. who knows.
FFARR is not overly latency sensitive because of the 2.5 GCD.
However server side lag can be very nasty at times - its random, it could strike at any time, its very obvious in zergy FATES when everyone pauses for several seconds and then resumes - you know its not you because you'll hear all members in your FATE group complain.
The worst is when it happens in dungeons - boss red circle of death on the ground - server lag - we all run out of it - pause - resume - we all get snapped back inside circle and die.
Its annoying when it happens - it doesn't happen often but its common enough to have players quit the game. Lost one guildy over this already.
Its worth noting that server side lag can strike at any time around the clock - peek times, off peak times, mid day - seems completely random.
Also it happens to folks with different providers - time warner, Comcast, ATT, Google fiber, from different parts of US will all experience it at the same time - so its not ISP specific.
There are particular places where it's more pronounced than others.
The last boss in Stone Vigil (it has various AOEs that all lag) and Titan's Landslide effect both come to mind. For some reason those 2 I see a lot of "I was totally out of the red and still got hit" complaints (including myself) than any other place.
Last night I was running through Halatali. There are bombs in there that blow up - very obvious red circle. All 4 of us in the group were standing in the same spot when the bomb blows up -- 2 of us die; none of us were even remotely close to being in the circle.
I think it has more to do with the server than the internet. Some people say it helps to watch the mob's cast bar rather than the animation on the ground because the animation lags but the cast bar won't, although as a healer, that's difficult to do at times, and for all classes that's hard to do when it's an environmental effect and not a cast effect.
My ISP is sometimes spotty during the afternoon - I can still play fairly well solo and the game runs very smoothly still, but you'll notice other characters will just stop, and then play catchup very quickly if it's your ISP that's causing problems (and I'd assume on the other side players would see your character just stop, and then warp or something, but I can't say that I've noticed it from the other perspective, the game does a good job of masking it).
I can see from your responses that there is some server-side lag. I assume that will get straightened out over time and I could live with that.
What I want to know about is if there are players from Oceania/Aus/NZ or East Asia playing on US or EU servers and to what degree, if any, lag is a problem because of the distance. Do you use Battle Ping or something like that?

Just fyi there servers have some sever server latency. What happens when it comes to AOEs the server checks your position once every 300ms. So sometimes you move out of the red your teammates see you out of the red but servers thinks your still in the red and so poof you die and this happens even if you move out and the boss casting bar is not done.
Basically you will need to compensate for your latency plus the servers 300ms. This is more evident in end game.

Be aware also that a couple of uk isp's are recorded as throttling this game. This is a known issue, acknowledged by SE on their uk twitter site.
They said they where working to get this throttling removed (happens between 7pm - midnight uk time).
I'm not sure if they have succeeded in sorting this out with these isp providers yet. I was affected by this, but as a bill payer I just rang up my company and had a word (or two).
It's pretty random who has problems and who don't. I'm in EU and guildies are from all over EU. Some have problems some don't.
As for me, circles became problem at Titan, before it's easy mode so no problems...but Titan...have to move before stuff happens.
My ping to FF servers is 180, but resource manager says 200-250ms + 0-300ms server postion check + server lag when instances full = trololo red circles. And can't interrupt for shit, unless I don't attack at all (all that lag+waiting for current animation to finish to use non-gdc ability). Other games I played...30-50ms ping...god, such a difference in gameplay quality that FF somewhat masks by having GDCs.
I really wish the dude who decided not to have servers in EU would fall and break something important.
I live in Aus and play on a JP server (Tonberry) and get around 300 ms most of the time. It does make things tougher for us but not impossible, would definitely not play the game just because you have an elevated ping.
