What is also true is that you can't accumulate Cartel Coins from in game drops to try and save up for unlocks or weekly passes if that is what you were asking.
I'm not sure Turbines model worked as well for them as they had hoped. In many ways it's a generous and interesting model, but many MMO players are happy to grind mobs for deeds that earn them points.
In the end their model wasn't the problem though, it was the dwindling content they delivered and overpriced expansions.
I think it would actually be smart to use a toned down LOTRO model where you earn just enough points to encourage you to buy the remaining ones for purchases.
I'm also not sure how viable spening in game credits on Cartel items is for no subscribers. I have a feeling teh cost in credits for any such items would exceed the credit cap.
I talked to Damion Schubert (Principal Lead Systems Designer) and asked about this topic to get some official clarification. He said that players will not be able to earn Cartel Coins from in-game activities when the Cartel Market launches, but that it's something we're investigating for the future. We like the idea but needed to focus on ensuring we had a solid framework for Cartel Coins and the Market first.
So there is a possibility of earning coins in the future via in-game activities, just not presently.

What Mike B. said about items are true.

The question has been thrown around a bunch .. a few weeks ago a SWTOR forum admin clarified:
