Pretty sure they said PVP will be come after the release.
That was before the previous delay, which was to work on PVP so it would be in release.
It was at PAX East this year 2012, you can find the interview on this site.
That was BEFORE the delay. They said later that one of the reasons the game got delayed to 2013 was so they can have pvp at release.

Indeed. To paraphrase, it was pushed back to polish the game more and to include PvP. PWE has given Cryptic a considerable more amount of time and resources to work on making Neverwinter into an MMO than the daemon Atari was going to allow them to do. Plus, Atari wanted them to make it a single player game while Cryptic wanted to make it an MMO.

It has been stated in numerous articles and interviews that NWO will be "based" off of 4th Edition, but it won't be an exact representation of it. The game will be one server, we know this for sure from previous interviews and articles. It will most likely be similar to STO and CO in regards that it will be split into channels to keep the world from being over-crowded.
Will there be content for players that require more than 1 group to complete and if so what are the expected numbers of players needed to participate in this content?
