    No, if your banned you shouldnt be able to log into the game forums to troll until banned again.

    You don't have to log in to read the forums, only to post; I just tried it.  The patch notes are also posted on the official wiki.

    You can read the forums while logged out just fine...

    You know now that I think about it, bad idea on their part.

    Reading the forums should be allowed regardless, posting in them when banned, no.

     

    Even though I dont play EVE any longer I still read the Dev blog on a semi regular basis. And Ive been thinking about giving it another round because of them.

    Since the forums have been up for public use, it has always been this way.

     

    Anyone can read the forums in their entirety at any time - whether you've purchased the game or not. You need to be logged in to post on their forums (like pretty much every other gaming forum ever).
