Playing World of Warcraft a lot this game feels more like it is about questing and not so much leveling. Was wondering if anyone thinks so too?

You are doing quests till max lvl , and after that for some reputation , game is based on Raids
I really don't understand the question.
It's a themepark game and you do quests to level faster like the rest of the lot, sure you can do skirm aswell to lvl, but grinding mobs takes a long time to lvl they give somewhat poor exp.
If it's not broken, you are not innovating.
Questing is leveling...
Anyway, the big difference between WoW and LotRO, in terms of questing, is that LotRO has a central questline throughout the whole game, in addition to the misc quests. WoW might have some questlines that span a zone, but not the entire game.
