I played Eve about three years ago for less than a month. I was not ready for that game, I was still stuck on Theme Park MMO mentality and got caught up in the "what the hell do I do in this game?".
Now that time has passed I have come to realize the power of sandbox MMOs especially how brilliantly Eve was designed.
The main Eve forum have a 72 hour waiting period after singup, but since I want to start playing today I am going to ask my question here.
I want to make a ship that can stealth, I remember that was possible a while ago so I am guessing it still is. I want to be in space invisible basically, then unstealth right next to a pirate or victim (depending on what I get into) and use short range weaponry to take the enemy ship down.
What ships are good for something like that?

Stealth isn't so much of a heavy damage dealer unless you go Force Recon cruiser. Then its situational on your targets.
Another option is the Stealth Bomber frigate. Long range those are.
Takes a while to get to a solo combat effective stealther though.
Stealth bombers only really work well in packs, unless your victim is particularly stupid
Stealthed and at range is alright in my book.
I was thinking that close range weaponry would be more powerful. Maybe that is not the case?
you have a couple of choices, stealth bombers, force recons and strategic cruisers.
each race has their own of each of these ships, the bombers are all roughly identical (except the caldari one is best), the force recons are a question of taste (i prefer the caldari or amarrian ones as they are closer range) and i have no idea on the strategic cruisers, but i hear the loki is pretty dire.
Don't do it.

Stealth ships are generally not combat ships. They are very squishy. REALLY good support frigates for larger fleets though.

I would look at the Blackbird first. It's not a stealth ship but it will set you on the right course. Then the Falcon and the Curse. You will need to specialize your training, have some pretty big balls, and be prepared to lose some ships. But I don't think it's out of the question.
What your talking about is doable in low sec IMO but pretty skill intensive. I would think being a stealth bomber pilot for a null sec corp would be a better path personally.
I've found that uncloaking of the bow of a ship is much more fun when your in a gang, but it's allot harder to specialize for something specific and time consuming when your flying with others.
Now that I have read a bit more about Eve.

All ships have the ability to cloak (im pretty sure about that). But not every ship can use the best cloaker, and that is what you need for what you are talking about. The top cloaker, cov ops i believe it's called, takes a large amount of cpu and only certain ships have a bonus that lowers the cloakers cpu usage by like 95%.

It's also what allows a ship to jump cloaked.
If you can't jump cloaked, then there really isn't a much of a reason to cloak. There are a few, but not good enough to carry one on a combat ship.

The covop cloak allows for unrestricted warping and movement inside of a system. Normal cloaks make a ship nigh useless in combat, the covop cloak doesn't.
There are corps who specialise in the type of fighting you're thinking of. No need to fly solo in this kind of ship.

For close combat cloaking ships you have two choices:
The Recon ship - Amarr Pilgrim - This ship can warp cloaked so is totally invisible in a system.
There is a slight delay from decloaking before you can attack(lock), but the surprise factor will allow you to claim some victims, as they will not warp away in time before you lock them .
Traditonally force recon ships have no firepower, however it can use its drones to good effect in taking out your victim, it has bonus to Drones and also Neuts and Vampires
Amarr Cruiser Skill Bonus: 5% bonus to Tracking Disruptor effectiveness and 10% bonus to drone hit points and damage per level. Recon Ships Skill Bonus: 20% bonus to Energy Vampire and Energy Neutralizer transfer amount
This is a tech 2 ship and is the cheapest option.
The next option is a Strategic cruiser, any of these can be used as a force recon with the correct subsystems. These can fit turrets as well as a Covert cloak. And have insane resists making them hard to kill.
These are tech 3 however and cost about 500mil (complete with all subsystems)the last time i checked.
Either way if you are just starting out it will take time to get to these ships...............
You have to watch your skills if you want a stealth ship. Prepare to be waiting as you skill up in the appropriate skills. I wouldn't want to outfit a noob firgate as a stealth ship. Skill up in the appropriate skills and go for a covert op frigate.

I realize I can cross train but is that easy?
Im cross trained into all races, but my character is about 3 years old. If you cross trained straight from the start, youd need to invest perhaps an extra 2 days of training. Race doesnt affect the speed you learn skills.
How do you cross train exactly?

Further to the above, any character in Eve can train any skill, regardless of race or starting attributes, so long as yuo have the pre-quisite skill.
I wouldn't go with a Pilgrim. The ship ain't really any good, imo.
Regarding cross training, I would not do it unless you can fly at least 1 ship well. There is little point in flying dozen of ships with crap skills, it is better to fly only one but fly it properly.
As for stealthed ships. Ships having an ability to warp around cloaked and potentionaly jump on your back are mostly limited to specific role:
1) Covert Operations(frigate) - it is a scout and prober.
2) Stealth Bomber(frigate) - extremely fragile anti-battleship vessel and AOE damage dealer(only works in 0.0 space)
3) Force Recon(cruiser) - recons are electronic warfare cruisers, force recons are tradng part of their e-war superiority for cloaking ability
4) T3 customizeable cruiser - very expensive modular ship, I am not convinced about their preformance to justify their price
In all cases, you are looking on low DPS boats with DPS/HP as a trade off for stealth.
I would say it is exactly the opposite from what you can see in most MMOs - high DPS with HP traded for stealth. If that is what you had on mind, it does not work the same in EVE.
OK.. Cloaking..
Any ship that has enough power-grid and CPU is able to fit a 'cloaking device'
The thing about this device is that you cant warp while cloaked, and if you want to move you travel MUCH slower and you cant activate any after burner or anything.
A standard cloaking device has other negative effects to your ship making a cloaking device fairly useless. Including the fact that after you de-cloak there is a period of time where you cannot target anything (its about 30 seconds I think)
Covert Ops Cloaking..
A Covert Ops Cloaking device can only be fitted to ships which alow it, covert ops, Stealth Bomber, Black Ops and Blockade runner (and certain t3 ships)
The CovOps Cloak alows you to warp while cloaked (woohoo) but there are still some of the negative effects from having a cloak fitted, those negatives are reduced somewhat but are still there.
If your new to eve the Stealth Bomber is probably the only real solution to what you want to do... However, there are some BIG stumbling blocks for you!
- Training time,
It takes a long time to train for standard cloak, even longer to train for a ship that can fit a cov ops.. and even longer still to train the skills needed just to FIT a cov ops... and even when you do, your gona wanna train those guns skills and ships skill fairly high also!
This time is probably better spent on other things to over come the next problem..
- Money
Stealth Bombers and Cov Ops devices are expensive! and they are very fragile! So in the hands of a novice its likley to get popped very quickly, can you afford to replace it?
Of course, you could possible get help in this area, but even if you did you really would want to have a steady income of large amounts of ISK to warrant being able to run around in one of these ships
- Other stuff
There is just so much other stuff to do and learn thats easier, cheaper and more fun. I guarantee that by the time you've played Eve long enough to obtain the correct skills then you probably find other stuff you want to do..
Cloaking is not what it sounds like, very usefull and very fun... but not something a new player should be aiming for.
