what level can you start riding a mount. I saw some lvl 27 riding around and I know he was not on one that is a horse route.

figured it out it is some special mount founders and life time subs got...they can use it at lvl 25

No, with the SoM expansion anyone level 20 or higher can buy a bree horse for 220 silver. It is slower than the level 35 mount but a little faster than running.
There are special mounts that are no longer available (as far as I know) that you can use at level 25. They're slower than the main mounts, but they get the job done. Main mounts are unlocked at level 35, and of course there's the auto-travel for lower levels.
20 for everyone. 35 for normial horse. There are about 20 or so different mounts at this point.

I've got a Galadhrim Steed
Played 2 years, have 7 chars lvl60, I created a kinship, a big one. But they missed achieve the brilliant game, the roots story was already created , its foundations, its community, but they blew it, they failed the genial touch, they always had bad chars design, bad armours design and stats (they still working one it but doing collateral damage), good worlds, great story. But still managed to spoil the game and do so stressful and with touches of fundamentalism exaggerated in RP servers (they kick and change not ofensive names chars without warning, without any defense and others things).
Anyways, i love the the philosophy and history but hate what they done with the game ...
