Is SotA getting its own Russian server?

I'm looking at this reddit and following the links and there are some credible sources (Blacksun PR and Marketing Director) suggesting that Russia will have its own server after launch.  How's that going to affect the game if every region gets its own server?  Even the Russian SotA Facebook page is suggesting that there are different servers when they posted about R46 on the "US Servers".  If Russians can get their own server what does that mean for everyone else?
