Is there any way to actually contact Steam?

I have an issue that could use human living support.  Not forum chit chat.  Is there a real customer support staff on Steam?

If that's the case I'm wanting to spend several thousand dollars to place an add. I can not talk to another human to do this ? I ' ll bet you sure can.
